I don't know if this is a ridiculous price cap, but I would prefer not to go over $40. If that's a rare price for this, then please also tell me of more expensive ones.
I really do not have the slightest concern as to how large or bulky it is, how it looks, or of all those other aspects of superficiality and convenience.

Standard. Any USB Mass Storage device should work with any modern (or at least made this century) operating system.

I won't ask why they're throwing them. Most have a failure point along the seam. They'll usually snap back together without issue though.

Actually rather standard, in a sense. I wouldn't recommend taking one swimming, but I've seen several go through the wash and never seen one stop working as a result. As long as they dry out before you try to use them, there's little inside to go wrong.

Uncommon as a hardware feature. Some drives come with software for such a purpose, but its usually only compatible with Windows. You could look into some sort of portable and cross-platform software for the purpose, such as TrueCrypt. Iron Key makes a few that have hardware encryption and are compatible with Windows, Mac OS X, and Linux, but are a bit overbudget.
